Dr. Rhoemer is a minor villain in Twisted Metal 4.

Dr. Rhoemer is believed to be the arch-nemesis of the likes of an agent known as Orbital, who may of created or helped engineer a bio weapon known as Zytox 4 to severally injure Orbital and scar his face. It could of been possible that Orbital did arrest Dr. Rhoemer after this, or that he escaped, but it was never said.
Twisted Metal 4[]
Dr. Rhoemer may of been mentioned in Twisted Metal 4, where after Orbital won the contest, he may of brought him up.
It is currently unknown what happened to Dr. Rhoemer after this.

- Dr. Rhoemer's name is an homage to Erich Rhoemer from the first Syphon Filter video game. Twisted Metal 4 and Syphon Filter were released by the same company: 989 Studios.
- Dr. Rhoemer might also be an homage to villains from the James Bond series.
- Dr. Rhoemer was never seen ingame or through manuals.
- Some fans have compared Dr. Rhoemer to Dr. Hatch and Dr. Zemu.
