Chill Bill is one of the playable Villains in the Skylanders series.

In Skylanders: Trap Team, Chill Bill was first seen freezing birds in the pheonix sanctuery until the Skylanders confrunted him. After his defeat by the Skylanders, Chill Bill was captured by Traptainium and became a playable character. He is also the DJ at Troll Radio.
Chill Bill can be seen in Skylanders: Lost Island.
In Skylanders: Battlecast, Chill Bill is an antagonist.
In Skylanders: SuperChargers, Chill Bill is a not-playable racer during the Villain Races, the same is also true in Skylanders: SuperChragers Racing and the racing mode for Skylanders: Imaginators.
In Skylanders: Imaginators, Chill Bill went into retirement with Broccoli Guy and broudcasts the sportsnews. Chill Bill is also a non playable Racer in the racing mode for the Villain Races.
