Billy Ray Stillwell was a playable character in the Twisted Metal series.

Billy Ray Stillwell was first seen in Twisted Metal: Black, where he was a regular farmer, until someone known as The Pilot sprayed some poisons on him with his plain, causing Billy to pass out for a bit and his face being disfigured. After finding out that the Pilot was having an affair with his wife known as Annie, Billy's mind snapped and he took the life of his wife with a farming hoe. After this, Billy was sent to Blackfield Asylum, possibly to get help for trauma. Billy occasionally feels like the Pilot would come back to finish him off. Though at one point, Billy Ray Stillwell was visited by someone known as Calypso and asked him to join his contest, in return he'll get his revenge. Because of this, Billy Ray Stillwell went into his pickup known as the Junkyard Dog and so went to fight against Charlie Kane, Sweet Tooth, Axel, Agent Stone, Black, Bloody Mary, Cage, Dollface, John Doe, Mr. Grimm, No-Face, Preacher and Raven. Billy later went to fight against Minion, or rather Marcus Kane and he later fought against Warkhawk. After winning the contest, Billy Ray Stillwell went to Calypso and so went back to his old farm, where he saw the Pilot tied up and so used his own plain to murder said Pilot. After this, Billy went off to the city to see what else he could do. In the past, before his accident, Billy may have visited the Preacher before to get his child baptized, only for the Preacher to murder the child and attack both Billy and Annie.
Billy Ray Stillwell also appeared in Twisted Metal: Lost, where he was seen fighting against Charlie Kane, Sweet Tooth, Axel, Agent Stone, Black, Bloody Mary, Cage, Dollface, Mr. Grimm, Black, No-Face, the Preacher and Raven again, along with three new contestants, being Golden Tooth, John Doe and Servered Sam. It was believed that he tried to outdo Sweet Tooth as a mass murderer, but never really did so.

- Billy Ray Stillwell shares his pickup known as the Junkyard Dog with Sweet Tooth, his army of Clowns, the 2012 version of Mr. Grimm, his army of Skulls, the 2012 version of Dollface, her army of Dolls, Preacher and his army of Holy Men.
- Since Twisted Metal: Black takes place in the mind of Sweet Tooth, Billy Ray Stillwell is theorized to be a representation on Sweet Tooth's first murder, the first time he changed for the worst or possibly viewing how his regular and peaceful life turned upside down.
